Timothy S. Barkley, Sr. graduated from the Regent University School of Law and is a member of the Maryland State Bar and the Bar of the Commonwealth of Virginia.

He is a former president member of the Greater Mt Airy Chamber of Commerce and currently serves as liaison to the Carroll County Chamber of Commerce.

He is an active member of the Howard County Farm Bureau.

He is a cantor in his local church and a member of the parish council. He lives on a small farm in Mount Airy with his wife and children.
